Bank Service Complaint -- Nodal Officer, then the RBI Ombudsman

For a SERVICE deficiency by your bank (wrong charges, harassment by a recovery agent, an ATM failure, a wrongly foreclosed loan, an account frozen without notice) -- not fraud -- complain first to the bank's own Grievance Redressal Officer, then escalate free of cost to the RBI's Integrated Ombudsman if unresolved in 30 days.

Steps

  1. 1. Report any fraud to the police first -- then continue with this route as well.
    RBI's limited-liability rules require reporting an unauthorised transaction to your bank within 3 working days of noticing it to get zero/limited liability. Reporting the crime itself to cybercrime.gov.in or 1930 and reporting a bank's refusal to refund you are not either/or -- a pending police investigation does not bar an Ombudsman complaint about the bank's own handling of your case.
  2. 2. File a written complaint with your bank's Grievance Redressal Officer / Nodal Officer first.
    This is mandatory before going to the Ombudsman. Every regulated entity must publish its Nodal Officer's contact details -- complain in writing and keep a dated acknowledgment or reference number.
  3. 3. Wait for the bank's response, or 30 days, whichever is sooner.
    The bank must give a final response within 30 days -- though for a specific type of transaction, RBI/NPCI/card-network guidelines can set a different (sometimes longer) resolution window. If it rejects, partially resolves, or doesn't reply within its actual applicable window, you become eligible to escalate to the RBI Ombudsman.
  4. 4. If a Credit Information Company (CIBIL etc.) entry is wrong, raise a dispute with the bureau directly first.
    Only the reporting bank can confirm a correction -- the bureau cannot change data on its own. Raise the dispute on the bureau's own website; it must be resolved within 30 days at no charge.
  5. 5. If still unresolved, file online with the RBI Integrated Ombudsman Scheme (RB-IOS).
    File at cms.rbi.org.in, or email crpc@rbi.org.in. This scheme covers banks, eligible NBFCs, prepaid-instrument issuers, and (since 1 September 2022) credit information companies too -- so a wrongly-reported CIBIL entry can reach the Ombudsman directly.
  6. 6. File within 90 days of the bank's reply (or of the 30-day non-reply deadline).
    The 2026 scheme shortened the filing window from one year (under the earlier 2021 scheme) to 90 days. Attach your original complaint, the bank's reply, and any reference numbers -- filing is completely free.
  7. 7. Cooperate with the Ombudsman's examination and settlement attempt.
    A Deputy Ombudsman can reject non-maintainable complaints, or attempt a conciliated settlement between you and the bank before a formal Award.
  8. 8. Receive the Award and either accept it or appeal.
    The Ombudsman can award up to Rs.30 lakh for actual financial loss plus up to Rs.3 lakh for harassment. If dissatisfied, either party can appeal to the Appellate Authority within 30 days.

Who can use this: Any customer of a bank, eligible NBFC, non-bank prepaid payment instrument issuer, or Credit Information Company regulated by the RBI, who has already given that entity a chance to resolve the complaint in writing. Some categories are excluded from Ombudsman coverage -- for example, small co-operative banks under a certain deposit-size threshold and certain NBFC categories -- and a complaint generally cannot be filed through an advocate on the customer's behalf unless the advocate is themselves the aggrieved customer.

This does not cover: The criminal investigation itself -- catching whoever took the money -- is a police matter for cybercrime.gov.in or 1930, and should be reported there immediately. But whether your bank must refund you is a separate service complaint this route DOES handle: filing a police complaint does not bar an Ombudsman complaint. Disputes already pending or decided by a court/tribunal. A bank's purely commercial decision (e.g. its own interest rate policy). Employer-employee disputes within a bank. Matters where the bank acted on a court or statutory authority's own order. Grievances against a bank's management or executives personally, disputes with a vendor rather than the regulated entity itself, and a complaint where the Limitation Act period had already expired before the original complaint to the bank.

Time limit: File with the RBI Ombudsman within 90 days of the bank's final reply, or of the 30-day non-reply deadline passing -- whichever is later. (Reserve Bank -- Integrated Ombudsman Scheme, 2026 (effective 1 July 2026))

Cost: Completely free at every stage -- no fee to complain to the bank, the credit bureau, or the RBI Ombudsman.

You'll need:
  • Your original written complaint to the bank's Nodal Officer, with date
  • The bank's reply (if any) or proof 30 days passed with no reply
  • Bank account/loan/card number
  • Approximate date(s) and amount(s) involved
  • If disputing a credit report entry, the bureau dispute reference number
Documents that help:
  • Copy of the written complaint and any acknowledgment
  • Bank statements showing the disputed charge/transaction
  • SMS/email alerts related to the disputed transaction
  • Loan agreement or foreclosure letter, if applicable
  • Credit report copy showing the disputed entry
  • Any recorded communication from a recovery agent, if harassment is alleged

What happens after: The complaint is examined by a Deputy Ombudsman, who may reject it if not maintainable or attempt a conciliated settlement. If unresolved, the Ombudsman can pass a binding Award. Either side can appeal to the Appellate Authority within 30 days; if you don't accept an Award in writing in time it lapses, and you may still pursue a civil suit.

Automatic compensation for a failed digital payment
The bank/payment provider itself
RBI's 2019 circular on customer compensation for failed digital transactions requires the bank/payment provider to auto-reverse a failed transaction and pay compensation of Rs.100 per day of delay beyond the prescribed timeline -- without the customer needing to separately prove loss.
Compensation for delay in correcting credit information
The reporting bank / Credit Information Company
RBI's Framework for compensation to customers for delayed updation/rectification of credit information (RBI/2023-24/72, dated 26 October 2023, effective 26 April 2024) requires the credit institution to pay Rs.100 per calendar day of delay beyond 30 days in correcting a wrong credit-report entry, split between the credit institution and the credit information company depending on where the delay occurred.

RBI Integrated Ombudsman
The Reserve Bank -- Integrated Ombudsman Scheme, 2026 lets a customer obtain a binding Award of up to Rs.30 lakh for financial loss plus up to Rs.3 lakh for harassment/mental anguish, free of cost, once the bank has failed to resolve the complaint within 30 days.

Common questions

How is this different from reporting bank fraud?

Reporting the crime itself -- catching whoever stole the money -- is a police matter for cybercrime.gov.in or 1930, and should be done immediately, within 3 working days if possible to preserve RBI's limited-liability protection. Separately, if your bank refuses to refund you or mishandles your fraud complaint, that refusal is itself a service failure you can bring to this route and, if unresolved, to the RBI Ombudsman -- filing a police complaint does not close off this route.

What if the bank doesn't respond to my complaint at all?

If the bank gives no reply within 30 days of receiving your written complaint, that itself makes you eligible to go straight to the RBI Ombudsman -- you don't need to wait indefinitely.

Can I get compensation for mental harassment from a recovery agent, and how much?

Yes. Alongside compensation for any direct financial loss (up to Rs.30 lakh), the Ombudsman can separately award up to Rs.3 lakh for loss of time, expenses, and mental anguish caused by the bank's conduct or that of its recovery agent.

Is there a fee to file with the RBI Ombudsman?

No. Filing a complaint -- online, by email, by post, or through the toll-free helpline (14448) -- is completely free, and you don't need a lawyer or paid agent to do it.

What if I'm not happy with the Ombudsman's decision -- can I still go to court?

Yes. You can appeal the Award to the Appellate Authority within 30 days. Separately, if you don't accept an Award in writing in time, it lapses, and if your loss exceeds the Ombudsman's Rs.30 lakh limit, a civil suit remains available.

My CIBIL score dropped because of a wrong entry -- where do I complain?

First raise a dispute directly with the credit bureau -- only the reporting bank can confirm a correction, and the bureau must resolve it within 30 days at no charge. Credit Information Companies have been directly covered under the RBI Ombudsman scheme since 1 September 2022, so if unresolved, you can escalate to cms.rbi.org.in.
